TRC176: DEVELOPMENT OF THE APP SYSTEM FOR THE FLOOD AID MANAGEMENT IN KELANTAN

Every year, the state of Kelantan is hit by floods. These floods cause severe damage to
infrastructure, resulting in loss of property and lives. The recovery process after floods is
often hampered by poor coordination among government agencies, non-governmental
organizations (NGOs), and affected communities.In addition, inefficient and inaccurate
distribution of aid means that many victims do not receive the necessary assistance on
time. This study aims to develop a holistic and comprehensive post-flood relief
management application to improve the coordination, distribution, and monitoring of
flood relief efforts. The proposed system is designed to ensure that relief such as food,
clothing, medical supplies, and shelter is delivered efficiently to areas most in need.The
application uses an integrated approach that combines social, spatial, and information
technology methods to: (i) identify the real needs of flood victims, (ii) map and manage
relief collection and distribution centres. The application is expected to improve
communication between stakeholders, including government agencies, NGOs,
volunteers, and temporary evacuation centre The 1st International Conference on

Communities 2025 (ICDRM2025) 26 management, and coordinate disaster relief
management to avoid duplication and over-resourcing. Ultimately, this platform offers a
practical solution to existing inefficiencies in disaster relief coordination, ensuring timely
and needs-based assistance during the post-flood recovery phase.
